Functions:

1.General Affairs Office

It is responsible for the daily operation of institutions under the Discipline Inspection Committee (Inspector’s Office) of Shanghai Medical College.

(1) Assist the Party Committee of Shanghai Medical College in advancing full and strict governance over the Party. Supervise the implementation of the Party’s line, principles, policies and major decisions and deployments as well as important work arrangements and requirements at higher levels at Shanghai Medical College, with political supervision as its primary task;

(2) Upgrade the organizational system, working system and internal control system for discipline inspection and supervision at Shanghai Medical College, and be responsible for daily education, management and supervision of discipline inspection and supervision cadres;

(3) Be responsible for Party and government conduct supervision, enhance the comprehensive coordination of Party and government conduct improvement, and ensure effective supervision and inspection, notification and exposure, comprehensive analysis, etc.;

(4) Be responsible for the supervision and management of clues to problems and cases; be responsible for the hearing of cases and give opinions on disciplinary handling or punishment in strict accordance with laws, rules and disciplines;

(5) Be responsible for the reply to cadres’ opinions on integrity and the management of cadres’ integrity archives within the scope of power;

(6) Organize, coordinate and promote publicity and education on Party conduct, integrity, disciplines and rules, and strengthen the advancement of the culture of integrity on campus;

(7) Assist the Party Committee of Shanghai Medical College with campus patrols;

(8) Be responsible for the drafting handling and confidentiality of various documents for discipline inspection and supervision; be responsible for the documentation and management of archives except for petition letters;

(9) Prepare for and organize important meetings and activities concerning discipline inspection and supervision, and implement relevant meeting resolutions, etc.;

(10) Complete other work assigned by the Party Committee, the Discipline Inspection Committee (Inspector’s Office) and higher authorities, and report major developments in a timely manner.

2.Discipline Inspection and Supervision Office

It is responsible for supervision in accordance with laws and disciplines, inspection of the execution of disciplines, and investigation and disposal according to law.

(1) Strengthen day-to-day supervision and the supervision of key areas, key links and personnel in key posts; carry out special inspection and special treatment;

(2) Provide discipline inspection and supervision suggestions to the departments of those being supervised, and follow up and supervise the rectification;

(3) Accept petition letters within the scope of power,accept accusations of violations of Party disciplines by Party organizations or members and violations of duties by those being supervised;

(4) Regulate the management and disposal of clues to problems; open a case to investigate clues to suspected discipline violations by Party membersor violations of duties by those being supervised, and provide recommendations on how to deal with the case;

(5)Be responsible for the analysis of petition letters and the submission of data to the reporting platform and case management system;

(6) Be responsible for the filing of petition letters and related files;

(7) Accept complaints and grievances from Party members and those being supervised, and protect Party members’ rights as stipulated in the Party Constitution and other legitimate rights and interests from infringement;

(8) Complete other work assigned by the Party Committee, the Discipline Inspection Committee (Inspector’s Office) and higher authorities, and report major developments in a timely manner.
